The Second Continental Congress was the meeting of delegates from the Thirteen Colonies during the American Revolution. The group met from May 10, 1775, to March 1, 1781, to create a new country. These delegates served as a de facto government during the American Revolution because they could raise an army, direct strategy, appoint diplomats, and write petitions. Many delegates also attended the First Continental Congress, but new participants included Benjamin Franklin and John Hancock.
