In 1854, Senator Stephen A. Douglas of Illinois led the passage of the Kansas-Nebraska Act. Although the bill intended to establish territorial governments in the remaining unincorporated lands of the Louisiana Purchase, one significant outcome was repealing the Missouri Compromise. Instead of states entering as slave state or free state based on location, states would instead use popular sovereignty to establish if slavery would be legal or illegal.
